Use `\toprule\noalign{}` instead of `\toprule()` in LaTeX tables.
And similar for `\midrule` and `\bottomrule`.
This facilitates redefining `\toprule`, `\midrule`, and `\bottomrule`
without needing to gobble the ()s.
Closes #8223.
